Finding
The VNR identifies individual and collective barriers based on structural, institutional or cultural bias, and nine groups most at risk of being left behind: extremely poor, Not in Education, Employment, or Training youth, elderly, people with disability, immigrants, prisoners, children and adolescents at risk, sexual minorities, highlighting how those groups and women and girls face intersectional risks. The VNR identifies those groups' immediate, underlying, and structural causes of vulnerability and presents ongoing and to- be- developed government commitments to address them to guarantee full access to their rights for all the population.
