CIVICUS: World Alliance for Citizen Participation
Civil society has played a vital and irreplaceable role during the global pandemic, and similarly, it will be central in rebuilding our societies and pushing for the fundamental changes needed to make our world fit for the future generation.
SDG 17.17 includes commitment to encourage and promote effective civil society partnerships. However, to play its essential roles effectively, civil society must be adequately and flexibly resourced. The conditions and possibilities for mobilising resources and support are important yet overlooked determinants for the sector, and encompass a complex web of dimensions as diverse as - to name a few - the regulatory and tax environment for raising funds and receiving grants (including from abroad); public narratives, practices and incentives promoting giving to the sector; the availability of domestic support schemes aimed at building the sector’s support infrastructure – including incentives for unusual collaborations and innovative interventions in various domains.
This pandemic has clearly shown that without a healthy civil society it is impossible to ‘’build back better from the coronavirus disease’’ and that no advancement in the implementation of the 2030 Agenda for Sustainable Development is foreseeable without putting civil society at the center of it. To do so, governments must guarantee an enabling environment and adequately support civil society.
