Finding: Angola is in the process of designing its 2023-2027 National Development Plan. The country 2021 VNR explicitly states that it will take the Plan building process as an opportunity to align recovery plans with development programs and the State's general budget. It also allows for identifying what funding is needed and the contributions from the private sector and international cooperation to build back better.
