Finding: The Chamber of Accounts is Azerbaijan's Supreme Audit Institution. In 2020, it amended its mandate to incorporate SDGs. Thus, in 2020, the Chamber conducted the first performance audit, namely the "State Financial Control Measure on Assessment of Forest Management Activities of the Forest Development Service under the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan," which is following SDG15 indicators. As a result, the Chamber acknowledges that forest management is of great social, public, economic, and cultural importance and has global significance in the context of climate change. Therefore, in addition to assessing the effectiveness and efficiency of forest development funds, lack of funding for forestry management should also be evaluated and more attention paid to the socio-economic significance of forests and greenery rather than the economy.
