Issue: Leaving no one behind
Finding: Mongolia performed a national study to identify those groups left behind or at risk of being left behind. The analysis was based on several factors such as discrimination and exclusion, place of residence, social status, economic status, exposure to the risk of disasters, and people's opportunities for making their voices heard in decision-making processes affecting them directly. A list of groups identified as a result of the exercise is included in the VNR annex.
