The 2025 United Nations High-Level Political Forum on Sustainable Development (HLPF) will be convened under the auspices of ECOSOC from Monday 14 to Wednesday 23 July 2025. The High-Level Segment of the Economic and Social Council (ECOSOC), including the three-day ministerial segment of the HLPF, will take place from Monday 21 to Thursday 24 July 2025. The theme will be: “Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for leaving no one behind.”
In 2025, the HLPF will carry out an in-depth review of the following Sustainable Development Goals (SDGs), without prejudice to their integrated, indivisible and interlinked nature (SDGs):
- Goal 3. Ensure healthy lives and promote well-being for all at all ages.
- Goal 5. Achieve gender equality and empower all women and girls.
- Goal 8. Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.
- Goal 14. Conserve and sustainably use the oceans, seas and marine resources for sustainable developments
- Goal 17. Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development.
Ten years after the adoption of the 2030 Agenda, the 2025 HLPF will assess progress on these Goals and identify sustainable, inclusive, science- and evidence-based solutions to advance SDG implementation in the remaining five years. The HLPF will identify interlinkages with other intergovernmental processes in 2025, including the 30 th anniversary of the Beijing Declaration and Platform for Action (Beijing+30), the Third United Nations Ocean Conference, the Fourth International Conference on Financing for Development (FfD4), and the Second World Summit on Social Development, creating synergies that underscore the interconnectedness of these processes with the SDGs.
The 2025 HLPF will support the implementation of the Political Declaration of the 2023 SDG Summit and contribute to the follow-up to the 2024 Summit of the Future in support of the implementation of the Pact for the Future. It will result in a negotiated Ministerial Declaration.
The 2025 HLPF will draw from the experience of the 37 countries conducting Voluntary National Reviews. It will also hear from other countries and participants about experiences, best practices and lessons learned in implementing the 2030 Agenda and its SDGs.
Provisional agenda and documentation
The HLPF will be informed by the Report of the Secretary-General on “Progress towards the Sustainable Development Goals”. The forum will also benefit from other important reports, as well as inputs from the functional commissions of ECOSOC and other intergovernmental bodies and forums.
