Background
Major groups and other stakeholders (MGoS) actively work towards the achievement of the Sustainable Development Goals through various initiatives, including knowledge-sharing, advocacy and monitoring implementation of the 2030 Agenda for Sustainable Development. The MGoS are the main channels through which broad participation is facilitated in UN activities related to sustainable development.
In accordance with General Assembly Resolution 67/290, the HLPF is open to the major groups, other relevant stakeholders and entities having received a standing invitation to participate as observers in the General Assembly. While retaining the intergovernmental character of the forum, representatives of the MGoS shall be allowed:
- To attend all official meetings of the forum
- To have access to all official information and documents
- To intervene in official meetings
- To submit documents and present written and oral contributions
- To make recommendations
- To organize side events and round tables, in cooperation with Member States and the Secretariat

General Assembly Resolution 67/290 also encouraged the MGoS “to autonomously establish and maintain effective coordination mechanisms” for participation in the HLPF.
Nine major groups of civil society were first identified in Agenda 21 at the 1992 United Nations Conference on Environment and Development in Rio de Janeiro. Additional stakeholder groups were identified in General Assembly Resolution 66/288 ‘The future we want’, as well as in UNGA Resolutions 67/290, 70/1, 70/299 and 72/305. Today, there are 21 stakeholder groups included in the MGoS Coordination Mechanism (MGoS-CM). Although not all of these groups are identified by United Nations agreed outcomes, they hold equal status within the MGoS-CM Terms of Reference [Dec 2020].
Major groups and other stakeholders interested to participate in the HLPF are invited to work within the MGoS-CM by contacting the Co-Chairs and relevant focal points identified below.
