Finding: Guatemala has a long and well-established tradition of engaging stakeholders in policy making. Through an articulated “system of councils”, from national to regional and local councils, the country’s decision-making includes representatives of indigenous peoples, civil society, the private sector, small and medium enterprises (SMEs), academics, and farmers. Since the adoption of the 2030 Agenda, it is also the channel to include stakeholders in sustainable development implementation and follow-up activities.
